What steps do I need to take to convert my private road into a public road?

In order for a private road to be accepted into the state maintenance system, these roads must be improved to the standards of the public highway system which can quickly become costly. This may include design and engineering, right-of-way acquisition, and construction costs such as widening, paving, curb and gutter installation, and other improvements. A property owner should refer to their deed and plat information as well as discuss such improvements with any adjacent neighbors prior to reaching out to VDOT and the county for a consultation.
