Children’s Services (CSA) Office
The Comprehensive Services Act of 1993 (CSA) established a pool of funds to purchase services for at-risk youth and their families. The Botetourt County Children's Services Office administers those funds at the local level.
The purpose of the CSA is to have a collaborative system of services and funding that is child-centered, family-focused, and community-based which addresses the strengths and needs of troubled and at-risk youths and their families in the Commonwealth.
Partnering Agencies
Two interagency teams provide service planning and managing of funds: the Community Policy and Management Team (CPMT) and the Family Assessment and Planning Team (FAPT). These teams are comprised of individuals from the following organizations:
- 25th District Juvenile Court Service Unit
- Botetourt County Department of Social Services
- Botetourt County Public Schools
- Botetourt County Health Department
- Botetourt County Sheriff's Office
- Botetourt County local government
- A parent representative
- Blue Ridge Behavioral Healthcare (Community Service Board)
- A private provider
Process
The Community Policy and Management Team is appointed by the Botetourt County Board of Supervisors. The team approves funding for Family Assessment and Planning Team cases and also develops the policies and procedures for the local CSA program based on state requirements.
The Family Assessment and Planning Team is appointed by the Community Policy and Management Team. The Family Assessment and Planning Team reviews any cases that meet mandated criteria by the state.
Youth are referred by one of the above agencies to the Family Assessment and Planning Team If a youth meets the mandated criteria. The Family Assessment and Planning Team meets with the youth and parents. The case is reviewed, a service plan is developed, and recommendations are made based on the specific needs of the child and family. All cases are then forwarded to the Community Policy and Management Team for funding approval.

Community Policy Management Team (CPMT) meetings are held at the Botetourt County Governmental Offices located in Greenfield at 57 S. Center Dr., Daleville in Room 229 at 9am on the fourth Wednesday of each month (unless otherwise noted on the calendar).
Family Assessment and Planning Team
Family Assessment and Planning Team (FAPT) meetings are held at the Botetourt County School Board Office located at 143 Poor Farm Rd., Fincastle, VA at 9:00am on the first Monday of each month (unless otherwise noted on the calendar).
